Renewal Will Change The Culture Of Government

(March 13, 2002) The Renewal project involves much more than just restructuring departments. Renewal commits government to an ongoing dialogue to improve client services, increase accountability and provide a new focus on results for clients and taxpayers.

While structural changes will be put in place within a fairly short period of time, changing the way government does business means examining corporate values, work styles and relationships. This is not something that can be implemented quickly. Renewal spruce leave

Cultural change requires employees to think about and discuss the kind of organization they want. These discussions began with an extensive round of employee consultations before Renewal was announced and they will continue now as part of Renewal

To date, the range of comments and suggestions from employees on organizational culture have been pointed and varied:

  • We should change government culture to one of planning, innovation and risk-taking
  • We should move more intensively into e-government
  • The communication of corporate vision needs to be much stronger
  • We need to strengthen the mechanisms within government to get people to work together more effectively – this will ultimately mean smoother service to the public
  • We need to "flatten" the organizational structure to make it more responsive
  • People should be encouraged when they come forward to suggest changes

These are just some of the ideas that have been discussed. There are many more.

Four key projects will now become a part of the Renewal discussion on corporate culture. They are:

  • Establish corporate values
  • Develop a planning and accountability framework that utilizes outcome measures
  • Improve communication between individuals and departments
  • Support employee and organizational development
